Someday the real story behind these errors and delays is going to come out, and it will make a very interesting read. And those folks on hydrant-free streets best be sure to mind their electric heaters this winter; maybe take a good look their electrical and heating systems in general, because the fire dept will be hard pressed to help if something goes wrong.
