It seems to me that where the district messed up in this whole process was by failing to offer some supplemental services and an IEP for the child once the diagnoses of ADHD was confirmed by the doctor. By continuing to refuse to even attempt to help the parents and child deal with this problem, the district was not providing a FAPE for the child. (Coudn't they have made a small effort here rather than state there was nothing they could do?)
