I have been on 8 NCL cruises buts been a couple of years since we cruised on the Norwegian Gem. As I recall when we first boarded the ship there was a station near the purser's desk or the dining room where you could make dinner reservations for all of the "specialty' restaurants. So my advice is to go to the purser's desk when you first board the ship and ask where that reservations place is; its not going to be at the purser's desk. The reservations station was open all evening on the first day and the you could actually make reservations for any restaurant by phone from your cabin and/or by going to the restaurant you wanted to reserve in.
Its best to make as many reservations that you want as far in advance as you can because some places do fill up.
The dress code on NCL is casual and its not necessary for your husband to wear a jacket and tie for dinner. A pair of slacks and a shirt with a collar will be fine.
